When a commercial development or municipal project involves both sewer construction and paving — which almost all of them do — the coordination between the sewer contractor and the paving contractor determines whether the finished surface performs correctly or fails prematurely.
If the sewer line is installed with incorrect cover depth, the pavement above it settles unevenly over time. If the trench backfill isn't compacted in proper lifts, you get a surface depression running the length of the pipe run — a drainage problem baked into the finished surface before the first vehicle rolls over it.

Why Sewer Construction Under a Paving Project Works Better Under One Contract
The most common failure mode on projects that split sewer construction and paving between two contractors is the trench backfill. A sewer contractor who isn't responsible for the pavement above the trench has one objective: get the pipe in, get the trench filled, move to the next job. Compaction in proper lifts takes time. Under pressure to move fast, that step gets rushed. The trench settles. A depression forms in the pavement above it — running exactly the length of the pipe run, holding water, and failing from the center outward.
When we handle both, the backfill spec is part of the paving spec. We compact in lifts because we know exactly what's going on top and what it will cost us if the trench settles. The accountability structure is different when one contractor owns both phases.
Permit coordination is also cleaner. One contractor pulling the sewer permit and the paving permit, managing the inspection schedule, and coordinating with the municipality on both. No gaps between who's responsible for what at inspection time.
